Today, we are celebrating our local and true heroes. These are the men and women who protect us, our families, our homes, and our communities. It is easy to miss the men and women behind the uniform. That is why we are sharing the men and women named Best of the Best at the Annual Police and Fire Awards Ceremony in Novi, Michigan.

How Safe is Novi, Michigan?

When Novi, Michigan was voted the second best place to live in Michigan, Novi residents were proud. It was a combination of 6 factors and Novi scored high in them all. One of those 6 factors was the low crime rate.

Novi, Michigan is not just known for great shopping and restaurants, but also for the city’s low crime rate. According to Trulia, the following are the property and violent crime rates:

  • Oakland County - 3.04%
  • Novi - 2.28%

Violent Crime

  • Michigan - .56%
  • Oakland County - .5%
  • Novi - .09%

Honoring This Year’s Best of the Best

The official ceremony took place on February 19, 2015 at the Novi Civic Center. This year’s recipients for the Best of the Best awards include:

Lieutenant Todd Seog named Fire Fighter of the Year

If you have ever noticed the Automatic External Defibrillators and Emergency Kits located all throughout the city owned facilities, it was Lieutenant Seog who worked so hard to ensure their readiness.

He has also led the File of Life and Self-Contained Breathing Apparatus programs for both Novi’s Police Department and Fire Department members.

Public Safety Performance Analyst Jason Porter Named Police Civilian of the Year

According to the City of Novi, “Data Driven Approaches to Crime and Traffic Safety is a nationally recognized police operation model which merges crime and traffic crash data with geo-mapping technology to identify highly visible enforcement by uniform patrol officers.” Jason Porter’s analytical skills were used in the implementation of this model.

The model was successful in reducing targeted crimes and traffic collisions by double digits in the target zones and almost an 8% reduction in Part A crime in 2014 for the City of Novi.

Jason also implemented an electronic crime and information sharing tool for patrol briefings. He coordinated weekly Public Safety CompStat meetings.

He initiated a regional crime analysis group. This group enhances information sharing between federal, state, and local agencies in Southeast Michigan.

Officer Robert Manar Named Police Officer of the Year

Officer Robert Manar has been a part of the Novi Police Department since 2005 as K-9 handler. According to the City of Novi, Office Robert Manar and his K-9 Alex have received many awards.  Several of these awards were for the capture of fleeing felons. He and his K-9 have also received awards for narcotics seizures. Officer Robert and his K-9 Alex also received a life-saving award for tracking a distraught woman who had tried to end her life by taking narcotics. 

Officer Robert is also a Field Training Officer who is responsible for training and evaluation new police officers.


This year’s recipients for the Novi, Michigan’s Best of the Best at the Annual Police and Fire Awards are great role models and are well deserving of the honors received. They have contributed to making Novi a great place to live and raise a family.
